建築作為一門公共知識，我們相信他對公共及環境的持續影響力。本案臨信義路面寬僅約14M縱深約31M的狹小基地上，我們發展了一個Light and Multi-layer (輕和積層型層次)的建築皮層，試圖在繁忙道路兩旁扁平的都市景觀中創造出一些輕盈的皺褶。

第一層建築皮層
這個Light and Multi-layer的建築皮層第一層是一個以都市道路尺度規劃的巨型數字「163」，以本建物的門牌號碼，設計高度達5層樓高，作為本案業主(中華郵政及捷運局)營運業務形象設計概念的符號，實驗以公共建築傳播及聚焦之潛力特質。

第二層建築皮層
因原站體設計已無延續基地兩旁騎樓空間形式，改以無遮簷人行道取代，因此我們本能的利用4樓立面退縮的方式，創造出依行人尺度規劃的3層樓高Podium(裙樓層)量體並設置一樓雨遮，延續道路周邊人行空間的尺度感。Podium (裙樓層)的2、3樓運用極細長比的清玻璃與霧玻璃依序交織的玻璃材質與光線提供都市景觀的多樣表情，對內同時也回應了中華郵政儲匯營業所需適宜的隱密性，但仍保有最佳的採光效果。

第三層建築皮層
以辨公空間最有效率的模矩為標準尺寸的分割設計，以因應室內辦公空間的彈性分割及室內材料規劃，每一單層樓高採全可視性的帷幕玻璃，確保在狹長的基地上，採光線保有3倍最大深度的效果，每3M的距離設置推開窗，引入新鮮外氣，框式外遮陽的運用更能有效降低外殼耗能，減少空調損耗及後期營運成本。2種不同綠色玻璃的混合錯位，作為本建築物自身色彩的基調，並試圖重新詮釋都市景觀中公共郵政機關傳統意象。

Architecture, as a public intellectual, we believe its impact on the public and the environment. In this case, we have developed a light and multi-layered facade on a site about 14M wide and 31M deep on XinYi road, hoping to create some airy folds and creases juxtaposing from dull and flat cityscapes.

The First Layer 
The first layer is a giant street address number "163" in 5-story high as the iconic signage for the clients(Chunghwa Post Co. & Department of Rapid Transit Systems,Taipei City Government) to reinforce public images through the power of public architecture. 

 
The Second Layer
The existing MRT station did not maintain the street-level arcade adjacent to both sides of the site, instead, it compensates with an open pedestrian sidewalk.  Thus, logically we employ façade setback from the 4th floor up and create a 3-story podium mass with sidewalk canopy based on pedestrian scale.  The upper 2 floors of the podium mass incorporate interlacing clear and translucent glass curtain wall system with vertically slender ratio to offer richness to the city streetscapes. The facades also service the interior office spaces with needed privacy and natural light.

The Third Layer
Designed in accordance with the most efficient office modules, the 3rd layer is to cope with interior building materials and space with maximum flexibility.  Curtain wall with full-story height clear-glass unit ensures maximum natural light inflow.  Operable openings are situated every 3M to allow fresh air circulation. Outdoor sun louvers effectively lower the energy and operating costs.  Glass with 2 different shades of color green emphasizes the overall tone of the exterior and gives a modern reinterpretation on the traditional image of the government postal agency.
